    Aatm Nirbhar Bharat Abhiyan

    04 September 2020

On May 12th, 2020, our honorable Prime Minister Shri Narendra Modi disclosed a special economic package of Rs 20 lakh crore equivalents to 10% of India's GDP). This package was announced under 'Aatm Nirbhar Bharat Abhiyan' to revive India's economy and help the poor, laborers, and migrants who have been adversely affected by the COVID-19 pandemic. The motto of 'Aatm Nirbhar Bharat Abhiyan' is to get India up and running on the road of self-reliance. In his speech spouted to the nation, the prime minister stated, 'To achieve self-reliance, the economic package focuses on land, labor, liquidity, and laws. The economic package announced will help cottage industries, home industry, small-scale industries, MSMEs, which are the means of livelihood for crores of people. To give impetus to 'Aatm Nirbhar Bharat Abhiyan, ' Prime Minister Modi urged India's citizens to buy and promote local products and brands and laid stress on becoming 'vocal for local.'

To better understand Aatm Nirbhar Bharat Abhiyan, we can take the example of Personal Protection Equipment (PPE), which is essential in this fight against COVID. Prior to the COVID-19 crisis, India was not manufacturing even a single PPE kit, but as the demand grew and the government took a firm stand on manufacturing them, today, India manufactures around 2 lakh PPE kits regularly. This example shows that if a nation decides to become self-reliant, the goal can be easily achieved with firm belief and hard work.

Aatm Nirbhar Bharat Abhiyan will be based on five pillars- economy, infrastructure, technology-driven system, vibrant demography, and demand.

    • Economy: This brings in quantum leap and not incremental reform. The government's goal is to make India a 5 trillion economy by 2025.
    • Infrastructure: This will become India's new identity. To achieve a USD 5 trillion economy's target, more than 100 lakh crore will be invested in infrastructure development in India over the next five years.
    • Systems: based on 21st-century technology-driven arrangements.
    • Vibrant Demography: This will prove to be a competitive advantage for a self-reliant India

Demand: utilized to its full capacity.

Aatm Nirbhar Bharat Abhiyan lays a major focus on the MSME sector and its development. Around 67 million MSMEs are operating in India's non-agricultural sector and employ a large population. Knowing the importance of MSMEs in the success of Aatm Nirbhar Bharat Abhiyan, the government will offer Rs 3 lakh crore as collateral-free loans to MSMEs with an annual turnover of Rs 100 crore or an outstanding loan of Rs 25 crore. The loan tenure will have tenure of 4 years with a moratorium period of 12 months. Additionally, a corpus of Rs 10,000 crore will be set up for MSMEs, which will provide equity funding for MSMEs with growth and potential viability.

Apart from MSMEs, the Aatm Nirbhar Abhiyan launched by the government will be focusing on almost every other sector of the economy. The government will provide fiscal assistance to the agriculture sector to improve the farm gate infrastructure like warehousing, cold chains, post-harvest management infrastructure, dairy infrastructure, etc. NABARD will provide financing facilities for funding agriculture infrastructure projects. In the coal and minerals sector, the government will be ending the monopoly of Coal India Ltd (CIL) by introducing commercial mining of coal. Further, NBFCs will also play a substantial role in achieving the objectives of 'Aatm Nirbhar Bharat Abhiyan.' To support NBFCs, the government has announced a Special Liquidity Scheme under which Rs 30,000 crore of investment will be made in both primary and secondary market transactions in investment-grade debt paper of Non- Banking Financial Companies (NBFCs)/ Housing Finance Companies (HFCs)/ Micro Finance Institutions (MFIs).
